State Shoots for Background Checks for Carnival Workers

Legislation headed for the Illinois governor's desk could give parents less cause for concern when their children head off to local carnivals and amusement parks.

If passed into law, House Bill 820 would require all amusement ride operators older than age 17 to undergo a criminal background check, which would include a search of the state's Sex Offender Registry.

The bill also calls for regulations and higher training standards for ride operators. The bill seeks to increase overall safety and security measures at amusement parks and temporary venues, such as carnivals and fairs.

While parents should always remain vigilant about the well-being of their children, HB 820 addresses safety issues that cause parents the most concern. Lawmakers hope that the bill will allow parents to have more reassurance when they send their kids off to local fairs and festivals.

State Rep. Kevin Joyce, D-Chicago, and state Sen. Pamela Althoff, R-Crystal Lake, teamed up with the Outdoor Amusement Business Association and members of the amusement industry to get the bill passed. If HB 820 is signed into law, amusement owners who refuse to comply with the requirements next year could face fines.
