Relying on Reasonable Suspicion Testing has Drawbacks

While attending the North Carolina Principals and Assistant Principals Fall Leadership Conference, North Brunswick High School assistant principal Greg Morris was arrested on marijuana possession and indecent exposure charges. He was arrested after two people spotted a man exposing himself on an eighth-floor balcony of the Sheraton Atlantic Beach Oceanfront Hotel, where he was staying while attending the conference.

According to school officials, a criminal background check is conducted on all new employees and volunteers in the Brunswick County school system, but a pre-employment drug screening is not required. Bus drivers and classified employees are subject to random drug tests, but the district does not require drug screenings for teachers and principals unless there is reasonable suspicion.

Brunswick County school officials report that they have considered drug testing for all employees, but that they choose to direct funds toward substance abuse prevention programs for students.

Only one area school district, Pender County Schools, requires all new employees to take a drug test. That policy was implemented following the 2004 heroin overdose of a Pender elementary school teacher.
